Proposed Rules
In accordance with R.S.Mo. §536.016, below is a list of proposed PSRS and PEERS rules recently published by the Missouri Register. In addition to the information provided, there is a link to the Missouri Register.
16 CSR 10-6.070 Disability Retirement
PURPOSE: This amendment is to clarify the timing to file an application for disability retirement, the termination of employment requirements for disability retirement, that disability retirees may work after retirement if they meet certain requirements and that such retirees will not pay contributions on these earnings or receive service credit for working after retirement, and that disability retirement for any retiree whose is 60 years of age or older is considered a service retirement.
16 CSR 10-5.010 Service Retirement
PURPOSE: This amendment is to clarify the first day a member may file an application for service retirement and when the filed application becomes void and to extend the end date to 2030 for retired teachers to substitute teach on a part-time or temporary substitute basis without a discontinuance of their retirement allowance as provided in House Bill Nos. 296 and 438 , 103rd General Assembly (2025) and to clarify when retired teachers are allowed to do this substitute teaching.
16 CSR 10-6.020 Source of Funds
PURPOSE: This amendment is to clarify that school districts are required to report a salary when the salary is earned by member, not when it is paid to the member.
16 CSR 10-5.060 Benefits to Advisors
PURPOSE: This rule is being rescinded as it is obsolete as it applies to members who retired between June 30, 1957 and January 1, 1971.
16 CSR 10-4.005 Requirements for Membership
PURPOSE: This amendment is to clarify that any Department of Elementary and Secondary Education issued teaching certificate that is inactive is valid for Public School Retirement System membership eligibility and to further clarify that any Department of Elementary and Secondary Education issued teaching certificate that was expired on or after August 28, 2003, is not expired for Public School Retirement System eligibility and is considered inactive with listed exceptions.
16 CSR 10-6.050 Prior Service Credit
Purpose: This rule is being rescinded as it is obsolete as it applies to service credit before October 13, 1965.
16 CSR 10-6.045 Payment for Reinstatement and Credit Purchases
PURPOSE: This amendment is to clarify that a member must have five years of credible service and be vested in order to purchase social security covered employment service credit and to delete obsolete or duplicative provisions.
16 CSR 10-4.020 Prior Service Credit
Purpose: This rule is being rescinded as it is obsolete as it applies to service credit prior to July 1, 1946.
16 CSR 10-6.060 Service Retirement
PURPOSE: This amendment is to clarify the first day a member may file an application for service retirement and when the filed application becomes void.
6 CSR 10-5.050 Additional Benefits for Retirees, Beneficiaries and Members on Disability
Purpose: This rule is being rescinded as it is obsolete as it applies to members who retired before September 1, 1972.
16 CSR 10-6.010 Employment
PURPOSE: This amendment is to delete a regulation cite that has been rescinded and to delete obsolete provisions.
