PROPOSED AMENDMENT

16 CSR 10-4.005 Requirements for MembershipThe Public School Retirement System is adding a new section (8).

PURPOSE: This amendment is to clarify that any Department of Elementary and Secondary Education issued teaching certificate that is inactive is valid for Public School Retirement System membership eligibility and to further clarify that any Department of Elementary and Secondary Education issued teaching certificate that was expired on or after August 28, 2003, is not expired for Public School Retirement System eligibility and is considered inactive with listed exceptions.

(8) The possession of a valid Department of Elementary and Secondary Education (DESE)-issued certificate is one of the requirements for Public School Retirement System (PSRS) membership. An inactive certificate is valid for PSRS membership eligibility.  A certificate that expired on or after August 28, 2003, is valid for PSRS membership eligibility except for Provisional (two-year, non-renewable); Temporary Authorization (one-year, renewable); Career Education Temporary (one-year, renewable); Voc I, Voc II and Voc III (two-year, five-year and 10-year certificates); and Visiting Scholar (one-year, renewable).

PUBLIC COST: This proposed amendment will not cost state agencies or political subdivisions more than five hundred dollars ($500) in the aggregate.

PRIVATE COST: This proposed amendment will not cost private entities more than five hundred dollars ($500) in the aggregate.
